Most abused or neglected dogs go on to have happy homes because even though they may of been abused, dogs love people and just want to love them, despite what they have been through. Some dogs however can sometimes tend to be aggressive if they have had a bad home or very timid but this is not always the case. You could do with meeting the dog and taking them for a few hours at a time on a trial basis to see how you get on.

I highly recommend that you consider a rescue dog, however, please know that these dogs are expensive to care for and maintain, so you have to be able and willing to put the $ out for their regular care, too! Best of luck.
